Rangeley Selectmen discusses TIF, money transfers, ice fishing and zoning changes


Selectmen’s Rangeley Board of Directors received an update from their TIF lawyer, Alyssa Tibbets, at their October 4 meeting. The District’s request for Rangeley Downtown Tax Increase (TIF) funding has been approved by the Maine Department of Economic and Community Development. The approval was not completed before the required commitment date in August, which means that the City cannot start harboring tax revenues from the TIF district until April 1, 2022. The benchmark date of the assessed value initial will remain the same as March 31. 2020. The Selectmen voted to authorize a technical review of the TIF District Development Program setting its effective date as April 1, 2022. The TIF District has a term of thirty tax years and will end on March 31, 2053. .
District 17 State Senator Russell Black was on hand to provide information to the Selectmen in person. Senator Black explained how the process of enlarging Franklin County commissioners from three to five would work.
The Senator also answered questions about new winter angling opportunities approved by Maine Inland Fisheries and Wildlife in our area. The opening of Loon Lake to ice fishing is controversial. Evaluators from the Dallas Plantation and the Loon Lake Association submitted letters of objection raising concerns about protecting the brook trout fishery and access to the lake. There are no legal parking areas in the winter for ice fishermen to access Loon Lake. Maine Inland Fisheries and Wildlife has approved winter angling with a live bait ban. Senator Black has indicated that there is no possibility of reversing the approval until the next legislative session, which will take place in about a year.
The Selectmen voted to approve a transfer of $ 175,000.00 from the general reserve account to each department’s reserve accounts. This process was part of a mandate article that was passed with voter support at the 2021 annual municipal meeting. The money was generated through the sale of City-owned materials from the waste processing site. wastewater from Chick Hill to the airport project contractor. This money, which was not airport money, was transferred from the airport reserve account to the general reserve account by the Selectmen earlier this year.
The Selectmen also approved the expenditure of $ 9,500.00 from the cemetery reserve account. The money will be used for consulting engineering services to advance the Evergreen Cemetery rehabilitation and expansion project.
City Manager Joe Roach provided the Selectmen with an update on the fuel offer they approved at their last meeting. Dead River Co. had secured the fuel offer, but when the City contacted them to formalize the deal, a Dead River representative refused to honor their offer price. The representative informed the General Manager that too much time had passed since the bidding and the price had increased. The other bidder, SK Quality Fuels, agreed to honor the price of its original bid and was awarded the contract.
The town of Rangeley hired Karl Kolze as a deputy code enforcement officer. Karl lives in Rangeley with his family and has a background in electrical engineering and electricity.
A public hearing is scheduled for a liquor license at 2485 Main Street. The Corner Bar (formerly Forks In The Air) license application hearing will take place at the Selectmen Board of Directors meeting on October 18 at 6:00 p.m.
The public hearing on hazardous buildings for 124 Cary Road in Oquossoc, which had previously been canceled, has been postponed to November 1, 2021 at 6:00 p.m.
A quarterly meeting with the board of directors and surrounding plantations is scheduled for November 17 at 6:00 p.m. at Dallas Plantation City Hall.
The Rangeley Selectmen will hold their next regular meeting on October 18 at 6:00 p.m. The Selectmen will also run a workshop in Rangeley Town
Office October 19 at 6:00 p.m. to begin reviewing proposed changes to Chapter 38 of the Rangeley Zoning Ordinance. The Selectmen strongly encourage all business and building owners to get involved in this educational process.
